They are dumped: http://www.faircasinos.com/forum/viewtopic.php?t=90

'Gambling Software' had a big problem a few years ago with a licensee called Player's Fortune. The casino went bust after an expensive promotion when they first started. After the involvement of the OPA, the software company agreed to pay 15% of all players' winnings after the casino went bust. In fact, they didn't pay this 15% to some people (I was owed $2500 after very good luck in the casino and should have received 15% of that but didn't).

The licensee of Player's Fortune paid the software company $100,000 for the casino and thought the software company would be liable for short term losses. The licensee also didn't get any advice about promotions. Other licensees soon left the company after they suspected that the software company was cheating on their profits by allegedly having fake winning players or fake chargebacks.

They software also reportedly used 'cheating' Video Poker and licensees could set the payout for it. A lot of countries allow Video Poker to play like a slot machine but this isn't legal in the US.

Ouch!

Glad I asked about this one. The site just seemed so vague.
Thanks!

A lot of casino games have a payout determined by the rules of the game. If cards are dealt randomly in blackjack or the roulette wheel is fair so that all numbers have equal chance no matter what numbers are bet on, then you can work out the theoretical average payout for these games. The roulette payout for almost all bets is always 36/38=18/19=94.74% or 36/37=97.3% for single zero wheels. The payout for blackjack varies depending on the rules but it is always over 99%. Casinos may be tempted to cheat to lower the odds for the player and increase their profits. IGlobalMedia and also Casino Bar are infamous for cheating.

An example of cheating in roulette would be to lower the odds slightly of hitting any numbers that are bet on but that sort of thing is quite easy to detect in tests. Casinos may cheat some people and not others or only cheat on the big bets, for example. Casinos that don't cheat will have identical odds to the real game in a land casino.

Slots are programmed for a particular payout but casinos could advertise a higher payout than they are set for. For example, they could advertise a payout of 98% for slots but only set them to pay out 90%.
